Real Property Management

GSA develops, promotes, and assesses compliance with management policies and regulations for the effective and efficient stewardship of federal real property assets and alternative workplaces. GSA is a governmentwide leader in asset management, best practices, inventory reporting, legislative reform, performance measurement, and telework.
GSA provides information and data on federal and commercial real estate, the workplace, and related services. In addition, it promotes collaborative and innovative governmentwide policies, products, and services for real property and the workplace through the performance of the below activities: 
Asset Management

  • Helps federal customers comply with E.O. 13327 "Federal Real Property Asset Management" through programs supporting asset management planning, inventory management, and performance management.
  • Provides support in the planning, coordination, and facilitation of meetings of Federal Real Property Council and ensures the Council's involvement in significant policy issues.
  • Directs and coordinates functions related to the development and promulgation of regulations for the optimum utilization and disposal of federal real property.
  • Participates with public and private organizations and keeps abreast of emerging innovations and trends.

Performance Measurement

  • Collects, analyzes, tabulates and publishes real property and workplace performance data from Federal landholding agencies and produces reports on annual governmentwide results. Benchmarks performance against the private sector and publishes the results.
  • Maintains, updates and disseminates the GSA Cost per Person Model including benchmark data. Identifies emerging trends and policy gaps, and then gathers data, conducts analysis, and publishes metrics, guidance and policy in special topics.
  • Designs and conducts the annual real property awards program.
  • Coordinates relationships with industry and associations to further develop and enhance best practice identification and communication.
  • Handles special reporting requirements in the area of data collection and analysis.
  • Maintains responsibility for all internal performance management issues and deliverables.

Regulations Management

  • Develops, coordinates, issues, and administers governmentwide real property policies, guidelines, standards, criteria, and principles concerning real property programs.
  • Coordinates with federal agencies, Office Management and Budget (OMB), congressional committees, state and local governments, real property interest groups and associations, universities, independent organizations, and other private sector stakeholders.
  • Provides proactive leadership in the field of governmentwide real property policy development and keeps abreast of and contributes to evolving technologies and practices in the management of real property resources.
  • Collaborates with the users in the development of policies and reviews and analyzes policies to make determinations regarding the effectiveness and efficiency of policy issuances.
  • Provides policy advice and guidance to users and communicates policies through outreach programs.
  • Guides the development of publications to ensure adherence to regulatory guidelines.
  • Develops legislative language to facilitate improved real property policies, responds to legislation proposed by other agencies, and prepares testimony for use in congressional hearings.
