SPRING Launches $10 million Capability Development Programme to Help Logistics SMEs Deliver
Make a Christmas wish list or name all your favourite food brands and these will be what the logistics companies are busy delivering all over the world this season. From the glamorous stuff like electronics and fashion apparel, to necessities like perishable foods, medicines, chemicals and computers, logistics companies deliver them on time, and in good condition.

According to global research and consulting firm Frost and Sullivan, the ASEAN market for logistics is expected to reach US$28 billion by 2012. Singapore now plays host to 17 of the world's top 25 third party logistics players. What is fuelling such rapid growth? And how are logistics SMEs being helped to face the challenges and tap the opportunities?
Global Trends in Logistics
Experts say the new competitive edge for manufacturers lies in supply chain efficiency. Production costs are no longer the only consideration. Manufacturers are now counting on competitive distribution to lower costs. That is why companies such as DELL, Cisco and Flextronics, and fast-growing local PC company eSys have based themselves in Singapore - the strategic location, efficient 24/7 operations, and excellent transport and communication infrastructures make Singapore a compelling global logistics hub and supply chain management nerve centre.
More companies are outsourcing their non-core operations in order to gain faster turnaround time and serve their clients better. Logistics companies now manage their logistics and inventories, customer service and repair services for them. For example, Axis Plus, a local logistics SME, manages the customer sales and repair services for Nokia and Samsung.
Logistics players are building up their networks and capabilities through strategic alliances, and mergers and acquisitions. By teaming up, they can leverage on economies of scale to expand their market and compete effectively in the globalised economy.
Strengthening logistics SMEs
To give SMEs a leg up in building their capabilities quickly, SPRING Singapore has launched a Logistics Capability Development Programme (Logistics CDP). Under the $10 million programme, logistics SMEs can develop new capabilities on their own or as a consortium in order to gain competitive advantage against regional logistics players and to tap opportunities from increased global outsourcing.
The programme will help logistics SMEs enhance their capabilities in five key areas:
- Upgrade capabilities to enhance the quality of their logistics services.
- Streamline processes by adopting global best practices, or enhancing IT deployment and workflow, for example, through Resource Enterprise Planning or Electronic Data Interchange capabilities.
- Develop new services to meet client needs, for example, kitting and sub-assembly services, inventory man- agement, e-procurement platforms and even return logistics services.
- Certify processes to international standards, such as the Responsible Care Programme and HACCP food safety and hygiene certification for cold chain logistics.
Form strategic alliances with other service providers to offer a wider and more complete value-chain of services.
