Transport Logistics
Announcement
The Freight Transport Logistics Industry Action Agenda announced in May 2000, is a key part of the Government’s industry policy to address impediments in the freight logistics industry and to capitalise on opportunities for sustainable economic growth in a competitive global environment. The Action Agenda report was released by Cabinet as the Australian Logistics Industry Strategy (ALIS) in July 2002.
Vision
The ALIS is designed to create a united and globally competitive freight logistics industry in Australia, and is formulated around five key priority areas:
- Leadership
- Infrastructure
- People
- Innovation through Technology and Knowledge, and
- Sustainability
The ALIS provides a world leading and industry developed framework to develop a freight logistics industry which:
- is recognised for its contribution to the Australian economy;
- has a world-wide reputation for reliability, service, innovation and competitiveness;
- is respected as a dynamic and sustainable industry with attractive career options;
- has the leadership in place to address issues of mutual concern for a diverse industry.
The long-term benefits of the ALIS should be seen in:
- more effective and competitive freight delivery to the Australian and international markets;
- an increase in the intellectual property of the Australian freight logistics industry; and
- environmentally friendly and socially responsive logistics solutions.
Australian Logistics Council
The Australian Logistics Council (ALC) was formed to implement the ALIS. Members to the ALC are appointed on the basis of their personal expertise and contribution they can make to the implementation of the strategy. The ALC also includes State and Commonwealth government officials to facilitate the coordination of industry and government initiatives.
The implementation of ALIS is being progressed through the various steering groups, which have been working on issues such as:
- Infrastructure – AusLink, 3rd party access regimes, environmental management, land transport pricing, and EAN information standards,
- People – Education and Training Vision Statement and OH&S improvements,
- Regulation – supporting the Australian Transport Council and National Transport Commission as the key bodies to address rail issues,
- Security – security of dangerous goods, container security and National Transport Security Strategy, and
- Leadership – Council mission and vision statements, website, annual forum, links with implementation partners and Freight Councils.
Key Achievements
- Raised regulatory impediments, particularly in the rail sector, with State and Commonwealth Transport Ministers through their national advisory bodies;
- Reinforced the need for improvement of the Eastern seaboard interstate rail corridor, land access to major ports and transit through capital cities;
- Provided advice on the Commonwealth AusLink Green Paper;
- Developed a national Education and Training Vision and endorsed the Australian Transport University project’s staged option model;
- Endorsed the EAN.UCC communication standards for data collection and exchange to encourage their uptake by the logistics sector and developed and agreed to a workplan;
- Endorsed a resolution recommending transport and logistics businesses examine the use of the international and environmental standard ISO14001 and endeavour to adopt this standard as part of their ongoing business;
- Partnered with NOHSC (National Occupational Health and Safety Commission) in the implementation of the National Occupational Health and Safety Strategy 2002-2012;
- Contributing to the development of a national transport security strategy, and to further investigation of the supply chain associated with the handling and security of dangerous goods;
- Involving the industry in the implementation of the Strategy through the Implementation Partners initiative.
